Purnell Swett, superintendent of Robeson County Schools, sent a 
letter of resignation following an audit which revealed he had 
given himself $17,972 in back salary payments without School Board 
approval. The school system's deputy finance officer, Athelia 
Locklear, has, like Swett, been on administrative leave since 
August. The audit report showed that she had paid herself 
$26,000 in school funds without Board approval.
