Discusses a meeting of over 100 health care professionals representing nine Southeastern counties who heard presentations on UNCP's Healthy Start program.  The program, funded by a three-year, $660,000 federal grant, hopes to reduce infant mortality in the region by building a consortium of health care providers.  There are 100 Healthy Start programs nationwide.  In the 1990s North Carolina rated between 42nd and 49th in infant mortality, and the southeastern counties had some of the state's highest rates.
