Earl C. Lowry says his uncle went from Norfolk to Florida. This lengthy article explains the outlaw’s background and activist beliefs. Note: Lowry conducted research on “multiple military actions regarding the [Lumbees], especially during the Lowry days, 1860-1872.” He is writing a book on Lowry (from correspondence).
