Herbert Locklear, assistant director of the Department of Social Services and founder of Baltimore's American Indian Center, has written a book on his experiences working with the disadvantaged called A funny thing happened on my way to the welfare department. He still helps Native Americans through the youth programs and family counseling offered at South Broadway Baptist Church.
