Barton recalls the accomplishments of Herbert H. Locklear, who was killed on April 18, 2000, in his room at the Ramada Limited Hotel in Lumberton. Locklear was born in Fairmont but spent most of his life in Baltimore. He worked for Baltimore's Social Services Department (including directing the food stamp program). He was also one of the founders of Baltimore's American Indian Center. At the time of his death, he had been working on a book about the incident in which his nephew, Jimmy Earl Cummings, was killed in 1986 by Sheriff's Deputy Kevin Stone (see The Lumbee Indians: an annotated bibliography, items 1201-1204).
