Superior Court Judge Howard Manning will eliminate his requirement that 30% of the adult Lumbee population must participate in any new tribal election—if the Tribal Council drops its appeal of his ruling which gave the Lumbee Regional Development Association control of tribal affairs as well as federal and state funding awarded to the tribe. This announcement was made at a meeting of the Lumbee Self-Determination Commission. The 39-member Commission will survey (with help from UNC-Pembroke and the Institute of Government at UNC-Chapel Hill) as many as 500 Lumbee to determine whether a tribal government is wanted or needed. If the survey determines that a representative tribal government is desired, an election will be held on November 7.
