Manning returned to Robeson County to explain a voting mechanism for conducting
an election to choose the tribe's governing body. The first step in his
plan is formation of a commission which he insists must be fair and nonpartisan.
The commission will be composed of equal numbers of nonpartisan members
from the Lumbee Tribal Council and the Lumbee Regional Development Association.
Also to be represented in the commission is the Tribal Referendum Committee,
which has suggested that the Robeson County Board of Elections conduct
the referendum for the new government. The commission's sole task is to
find out what the Lumbee people want from their tribal government.
