This article discusses a request that was sent to the North Carolina Commission of Indian Affairs, asking that body to include in its legislative agenda the creation of a tax on Lumbee Indians who own land in Robeson, Cumberland, Hoke, and Scotland counties. The annual $25 tax would provide funding for operation of the Lumbee tribal government, courts, and elections as well as helping to fund federal recognition efforts. The commission did not take action on the request at its December meeting. The request was not discussed by the Lumbee Tribal Council, and some members said they did not know about it until the council's meeting on Thursday, February 15, 2007. James Hardin, the tribe's deputy administrator, said that he submitted the proposal to the Commission of Indian Affairs. This article adds that the request for adding the tax to the 2007 legislative agenda of the North Carolina Commission of Indian Affairs was submitted on November 16, 2006, and was signed by Tribal Administrator Leon Jacobs. Jacobs stated that he had not made an official presentation to the Commission about the request. If a formal request were made, it would be for Rep. Ronnie Sutton to introduce a bill allowing the Tribal Council to hold a referendum on the tax.
