Expresses surprise at Judge Howard Manning's ruling, in the Lumbee Tribal Council vs. LRDA case, that neither entity was the tribe's governing body because an election for tribal leaders had not been held since 1984.  Calls on Lumbee people to support and participate in the churches' activities to plan for an election of a tribal government.
