This bill makes various amendments to the June 7, 1956 Lumbee Recognition Act (70 Stat. 254; see http://digital.library.okstate.edu/kappler/Vol6/html_files/v6p0733b.html). Its main provision is to extend federal recognition to the Lumbee Tribe of North Carolina: “All laws and regulations of the United States of general application to Indians and Indian tribes shall apply to the Lumbee Tribe of North Carolina and its members.

Additional major provisions of the bill include:
—Other Indian groups in Robeson and adjoining counties whose members are not enrolled in the Lumbee Tribe may go through the petition process to seek federal recognition;
—Lumbees “shall be eligible for all services and benefits provided to Indians because of their status as members of a federally recognized tribe”;
—To receive services, members of the tribe living in Robeson, Cumberland, Hoke, and Scotland counties, North Carolina, will be considered to be living on or near an Indian reservation;
—The service population will be those members on the tribal roll that is in effect on the date Section 3(c) is enacted, subject to verification of the tribal roll by the Secretary of the Interior;
—The Secretary of the Interior’s verification must be completed no later than one year after Section 3(c) is enacted;
—The Lumbee Tribe can place land in Robeson County in trust with the Department of Interior. This land will be considered “on reservation”;
— “There are authorized to be appropriated such sums as are necessary to carry out this act.”
