Brown counters various points in Houghton's letter concerning her article, “The Varnished Native Americans” (item BROW002).  Concerning the Lumbee, she asserts that Houghton either hasn't checked his facts concerning BIA requirements for federal recognition or is deliberately obfuscating them.  She states that the requirements do not include a tribal language, religion, or reservation, and that the Lumbees' identification by North Carolina statutes since 1885 can substitute for federal treaties or trusts in demonstrating their “substantial continuous Indian identity.”
